This new position will serve as the deputy of the Ethics and Business Conduct function at the ES Sector, will act in the director's absence, and will interact with employees of all levels within the sector. The manager will support the director in the function's two primary objectives: a) to prevent and detect misconduct; and b) to promote an organizational culture that encourages ethical conduct and a commitment to compliance with the law. With appropriate overlap, the manager will undertake those ethics function activities related to "detection," while the director will undertake those functional activities related to "prevention."
The manager's primary role is to seek out, accumulate and evaluate quantitative and qualitative data about the ES sector (from the ethics database, from investigations, from contacts with the ethics office and local ethics officers, from inquires made regarding policies, and from other evaluative tools) that detects actual / current misconduct and informs the sector about specific risks of potential misconduct. The manager will propose organizational change strategies along with specific tactics (including communications and training) targeted to address the identified behaviors and risks.
Aligned with the primary role above, the manager will devise and undertake a strategy to increase, document and track employee utilization of all ethics resources (the ethics website, the ethics helpline, ethics training, and the local ethics officers, for example), and increase the rate at which employees speak up about concerns - all of which generate the quantitative and qualitative data needed to meet the primary objective.
Aligned with the primary role, the manager will provide direction, support and guidance for investigations, for the local ethics officer network, and for employees seeking advice on policies (primarily our Code of Conduct, the Gift and Hospitality policy, the Conflict of Interest policy).

Required Skills and Education
As the deputy of a function that is entirely oriented around people and human behavior, the successful candidate must have superior people skills. The manager should exhibit confidence and humility, while demonstrating the capacity to serve as a calming source of competence in emotionally charged situations.
The manager must be able to demonstrate an interest in and capacity for solid, consistent, personal organization. This includes the ability to manage and maintain electronic data (in a database), the ability to document large quantities of disparate data, and the ability to document and explain processes.
The manager must have the ability to evaluate the many sources of qualitative and quantitative data available to or created by the ethics office, and help provide credible, thoughtful analysis of risk, mitigation of specific issues, and strategies for organizational change. The candidate should be able to demonstrate a work or educational history of performing this skill.
Preferred Skills and Education
The ideal candidate will have a background in organizational ethics that has emphasized organizational development / change management / employee engagement, etc.; have had solid experience conducting investigations, and managing and administrating corporate policies; and will have a working understanding of the Federal Sentencing Guidelines for Organizations.
