ABOUT WFP

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill an Ethics Officer, P4 level, based at our Headquarters in Rome, Italy.  This is a non-rotational position.  

ORGANIZATIONAL CONTEXT

The Ethics Officer will report to the Director of the Ethics Office and support the ethical culture of WFP through the mandate of the Ethics Office by:

  • Providing ethics advice and guidance;
  • Administering the the Annual Conflicts of Interest and Financial Disclosure Programme (FDP) and addressing conflicts of interest (COIs--actual, perceived and potential);
  • Administering the WFP Whistleblower Protection Policy;
  • Providing education and outreach on ethics and standards of conduct; and
  • Reviewing and providing input on policies and standards.

KEY ACCOUNTABILITIES (not all-inclusive)

Provide Ethics Advice and Guidance (including to management and senior management) for the purpose of helping WFP employees to act in accordance with WFP’s values and principles as a humanitarian organization and WFP’s expectations of conduct and ethical standards

  • Provide confidential advice and guidance on ethics and standards of conduct to WFP employees, as individuals and as managers;
  • Provide advice to management on institutional COIs;
  • Advise of possible avenues to address sensitive situations, concerns and ethical dilemmas facing WFP employees, as individuals and managers; also, advise on making obligatory disclosures, for example, as related to gifts.
  • Impart practical, relevant  and useful advice and guidance through excellent oral and written communications;
  • Monitor the Ethics Office email box and ensure prompt acknowledgements are provided;
  • Follow up on all queries to conclusion;
  • Properly record all queries, conduct analytics and synthesize for the annual Ethics Office report and for use otherwise;
  • Address requests for advice and guidance timely.

Administer the Annual Conflicts of Interest and Financial Disclosure Programme (FDP) and Address COIs—actual, perceived and potential—for the purpose of mitigating or eliminating COIs in the best interests of WFP.

  • Responsible for roll out of the annual FDP;
  • Maintain proper records of the roll out through the completion of results of the FDP;
  • Summarize and assess results of the FDP for the annual Ethics Office report;
  • Act as the primary liaison with third party consulting company, ensuring high quality and timely service;
  • Lead on providing advice and guidance as related to the FDP, including reviewing outside business/professional activities and what constitutes COIs and how to mitigate or eliminate COIs identified through the FDP;
  • Monitor compliance and follow up to ensure 100% compliance;
  • Monitor, acknowledge and address queries (via email and otherwise) as related to the FDP.

Administer the Whistleblower Protection Policy for the purpose of providing protection from retaliation to “whistleblowers” and to foster an environment free from retaliation and fear from retaliation,

  • Review requests for protection against retaliation.
  • Properly document and track all reviews for requests for protection against retaliation and all related actions;
  • Identify recommendations for protection measures; 
  • Timely review investigation reports and draft recommendations related to same.

Provide input on Policies and Standards to enable ethical considerations to be incorporated into WFP policies and standards.

  • Provide precise written input on policies and standards, as requested, based on thorough and relevant analysis;
  • Proactively provide relevant input on policies and standards, including recommendations for new or updated policies and standards;
  • Collaborate with Legal and other stakeholders, as appropriate; 
  • Maintain ethics knowledge level to provide input.

STANDARD MINIMUM QUALIFICATIONS

  • Advanced university degree in law, ethics, government, public administration, international affairs, compliance, or other related fields.
  • Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • A minimum of 8 years or more (of which at least three (3) are international related) of professional experience in ethics, legal, compliance, or other related areas
  • Demonstrated advanced problem solving, decision making and analytical skills necessary to independently advise, recommend and resolve highly complex problems
  • Understand topics and challenges in administering a policy of conflicts of interest for staff/non-staff
  • Ability to act with integrity, independence and impartiality in the best interests of the organization
  • Timely apprisal of relevant matters including, for example, ethics concerns as they arise
  • Provided oversight to projects and manage consultants/interns
  • Excellent interpersonal skills
  • Work confidentially and maintain confidences
  • Able to travel when necessary
