ECI Releases New Resource that Identifies Key Metrics to Measure the Quality of Ethics & Compliance Programs

September 11, 2018

VIENNA, VA – September 11, 2018 – The Ethics & Compliance Initiative (ECI) today released a new development resource that identifies the key metrics that  ethics officers can use  to measure the quality of their ethics & compliance programs. The High-Quality Program (HQP) Measurement Framework gives organizations of all sizes a program maturity model to determine the progress of programs against an established standard of success.

The HQP Measurement Framework gives ethics & compliance officers a demonstrable, systematic way to demonstrate the success of their programs, define areas that may need improvement and provide evidence of continued program advancement.

“The intent of this framework is to provide practitioners a way to spur conversation inside their organizations, and to increase leadership buy-in for E&C,” said Patricia J. Harned, Ph.D., Chief Executive Officer of ECI.

This new tool was developed by a working group of ECI members and is based on the principles of high-quality programs found in ECI’s 2016 Blue Ribbon Panel Report, which defined the practices and strategies that are indicative of transformative E&C programs.

Now, organizations can gauge the progress of their own programs against this benchmark and see how their practices stand-up on a scale from underdeveloped, in which little to no E&C program exists, to optimizing, in which a robust E&C program exists that follows all established best practices and continues to advance.

“ECI’s research has shown that the higher the quality of an E&C program, the more effective it is in reducing risk of noncompliance and increasing ethical conduct. Therefore, this measurement framework is intended to help organizations identify themselves along a continuum of growth,” Harned said.

Organizations wishing to utilize a new assessment tool that is based on the measurement framework should contact ECI.  You can find the HQP Measurement Framework here.

ECI shared a copy of the Measurement Framework with officials at the Department of Justice, along with a companion report that summarized the work of the organization to define and measure an HQP. The companion report is available.
